The pistol in H1 only had relevant bloom if you held down the trigger when firing it. If you released the trigger completely after every shot, the bloom would reset and it would be almost perfectly accurate with every shot; even if you fired it at its max ROF.
Besides, even if you were to hold down the trigger, the bloom was far, far smaller than the bloom in reach.
That sounds about right. I don't recall any problems hitting targets with a really fast fire rate. If you held the trigger down, aim would be all over pace, but you could shoot really fast and accurate. The AR needed bursts to be accurate, but the aim for that also reset almost immediately when you let off the trigger. It was very different than actually needing to wait between shots. The amount of time you need to wait in Reach really changes how you have to play.
It doesn't take long to adjust to, but it does limit what one player can do against multiple opponents. I find that with the delay you really need to work as a team much more than you did in other Halo games. That's not necessarily a bad thing, it's just different and makes it less important to be individually good. I think that's by design to make it more of a social game.
