Intuitive for some people but not for others.
I have heard that things like this is dependent on a couple of things:
The way people think. Sure many people will think in similar ways - others do not.
It is also dependent on learned reactions from all parts of life, as well as what people find useful.
It's also about people figuring out where they are having overall control problems, and changing things to make them of an issue.
I was having a problem with melee fights for a while, and I noticed that it was a combined issue of scoping in at the wrong time and/or loosing some of my directional control while I was hitting the "B" button.
Now I don't know about any one else, but I for one have no need to be scoping someone when they are close by, so I don't need to be zooming in when trying to be quickly maneuvering, so for my Halo 3 controls I have the controller configuration that put melee on the right stick button and put the zoom on the less often used "B" button.
I can zoom in fine when I am in the clear and have the extra fraction of a second to use it, and if I need to get out of it in a hurry, a quick melee brings me out of zoom, and my finger doesn't have to leave the stick.
It's not necessarily going to be good for someone else, but to me it's more intuitive, and there for, it is better than having the melee off on a button that has me loosing some directional control while I'm trying to hit someone.

For me it is the same about Bumper Jumper controls. I´m not much of a jumper, but when i have to, i don´t want to let go of the right stick. And there´s only one scheme to have jump on a shoulder button. I mentoined my thoughts a while ago to make my preferable control layout much better than it is right now in the beta. I will list them here again. What do you Bumper Jumpers think?
Shoulder Buttons:
LB - Jump (doubletap and hold for jetpack)
LT - Throw Grenades
RB - Melee
RT - Fire
Thumbbuttons:
X - Armorability (with toggle and hold settings for every armor ability customizable)
A - Switch Grenades
Y - Switch Weapon
B - Reload
Sticks:
Left Stick: Movement and Camera Controls in third person (only in Armor Lock)
Right Stick: Look/Camera Controls in third person
Leave the rest as it is.
I think that will work best for me. Any suggestions? And no, i don´t think they will make a fully customizable setting.
